Kingfisher to go slow on new aircraft induction

Kingfisher Airlines Ltd, India’s second biggest carrier by passengers flown, is taking a cautious road to expansion and refraining from adding aircraft to its fleet of 66 this year.

The airline will instead use its existing aircraft and raise money through global depository receipts (GDRs) and a rights issue over the next 8-10 weeks, chairman Vijay Mallya said on Tuesday evening.

Mallya had earlier in February said in a statement the airline may look at inducting “new aircraft into our fleet sooner than planned so that we are fully geared to capitalize on the upturn”.

The airline is expecting the first lot of new deliveries from January.

Two of Kingfisher’s five wide-body Airbus A330 aircraft, which have stayed on the ground for around six months, now waiting for ministry approvals for the London-Delhi and Hong Kong-Delhi routes, will start flying this summer, while its A320 aircraft will tap the Bangkok, Colombo and Dubai routes.

“We are utilizing only three of them. We have two A330 idle and we have been incurring a fairly significant standing cost,” Mallya said.

“These two A330 will now operate on the Delhi-London Heathrow sector and Delhi-Hong Kong sector, so we will have better utilization and more revenue from these two planes,” he added.

The Mumbai-based airline, saddled with at least Rs6,000 crore in debt and Rs1,075.32 crore in losses in the nine months ended 31 December, is taking a measured approach to growth and profitability after going through a rough patch last year, when it defaulted on payments to suppliers and saw a slew of top management exits.

“Basically, we don’t need more aircraft,” Mallya said after launching G.R. Gopinath’s book Simplify Deccan. “Getting aircraft to add to our fleet is something I will think of, perhaps, towards the end of the year if this upturn is fully sustained.”

The low-fare carrier Air Deccan launched by Gopinath is now part of Kingfisher after it was bought over and later merged in 2008.

Mallya is also hoping Seabury Group Llc, the US-based aviation consulting firm Kingfisher recently hired, will help the airline raise funds from the market, something it has been seeking to do for over a year.

“A Seabury sign-off on any airline brings a lot of credibility amongst international investors and so we thought we could bring Seabury in particularly before we launch an issue where we will seek foreign investment as well,” he said.

Mallya said the size of Kingfisher’s GDR issue is being worked out. Both the GDR and rights issues are being “fast-tracked”, Mallya said.

Mint reported earlier in February Kingfisher was appointing Seabury, which has helped secure funding for several bankrupt airlines in the US, ahead of it raising funds.

Kingfisher, which has signed a pact with Oneworld Alliance, a global grouping of airlines, to be a part of it by 2011, will look to use the alliance’s hubs for its international operations—unlike rivals Jet Airways (India) Ltd, which has its international operations based out of Brussels in Europe, and Air India, which operates abroad from Frankfurt.

Airline alliance membership will, however, have a cost attached to it, which the carrier has so far not disclosed.

Besides, “the costs of integration from a process and systems perspective run into several millions of dollars”, Vikram Krishnan, an analyst with US-based aviation consultancy Oliver Wyman, said in an email.

Air India has paid $10 million (Rs46.3 crore) so far to Star Alliance but is still to join it.

For passengers, the alliance would mean they can earn and burn their frequent flier miles not just on Kingfisher but also on member carriers, depending on the agreements.

Currently in India, there are 6 full service airlines, out of which 5 are privately owned and 1 is operated by Government of India. In addition to these there are 5 low cost carriers that are privately owned by different business groups.

Delhi airport to be made global airline hub

Air India to shift, unused capacity in existing bilaterals may be mobilised. The civil aviation ministry has prepared a blueprint to convert Delhi airport into an international hub for passenger airlines with effect from August this year to help the airport, which is being expanded by a GMR-led consortium, utilise large amounts of additional capacity that will be ready by July.

A senior civil aviation ministry official confirmed the development and said the decision has been conveyed to both international and domestic carriers. A meeting has been scheduled in March to finalise the details.

Under the plan, the government decided that National Aviation Company Ltd (Nacil), the company set up after merging flag carrier Air India and domestic carrier Indian Airlines, will set up its hub in Delhi (Delhi currently serves as the hub for domestic operations and Mumbai for international operations).

The government is also planning to make Delhi a regional hub to connect south east Asia to Europe by leveraging the capital’s strategic mid-point location, a ministry official added.

The ministry has also decided to lift earlier limits on allowing more flights under bilateral agreements, which was originally done to protect domestic carriers. "We won't sign any new bilateral agreements, but any unused capacity available in the bilaterals would be given out," said the ministry official.

The plan is to allow more airlines to land in Delhi and use domestic airlines for onward flights via code-share agreements in hub-and-spoke arrangements.

“After the new terminal comes up, Delhi will be the primary hub for Nacil, and all that is needed to make it a hub — which basically means operating more flights from and to Delhi from global locations — will follow," says a senior Nacil executive.
Air India operates 12 international flights from Delhi and 17 from Mumbai, a large chunk of which is expected to shift to the capital now. Air India will move its international flights by using the erstwhile Indian Airlines network in Delhi.

“As far as the infrastructure at the airport is concerned, it will not be a problem and we will be the largest operator in the new terminal,” said an Air India official.

This new arrangement means Mumbai, which has an annual capacity of 25 million, will see fewer Air India flights, until a new airport planned in Panvel comes up with a capacity of 40 million by 2030. A Mumbai International Airport official declined to comment on the civil aviation ministry's plan.

Ministry officials, however, clarified that Hyderabad airport will continue to be positioned as an international hub for the southern part of the country and said it would not be impacted by the moves in Delhi.

Hyderabad airport has a capacity to handle 12 million passengers annually and plans to expand to 40 million, though a time-frame has not been fixed.

Airlines executives confirmed that a meeting was held late last month in which domestic airline companies were requested to prepare plans to bring more international flights to Delhi.

“We have called a meeting to finalise all details in March and till that time, we have asked airlines to get into the code-sharing alliance needed to make the Delhi airport a hub," a civil aviation ministry official said.

Underlying the new plan is the fact that huge capacity is coming up in Delhi, which many experts say was based on growth projections that did not materialise because of the aviation downturn of the last few years.

After the new terminal is opened in July 2010, New Delhi airport will have the capacity to handle 60 million passengers annually and 75 aircraft per hour. The airport currently handles 23 million passengers a year and 28 aircraft per hour.
Passenger numbers in Delhi airport fell 9 per cent in 2008 over the previous year and stayed in the negative in the first half of 2009, rising only in the next six months.

The proposed new terminal has four boarding piers with 48 boarding gates and 78 aerobridges, the highest for a terminal of its size. Three aerobridges will cater exclusively to Airbus 380 aircraft.

Airlines say the move will mean more business for them. Says Ajay Singh, director, SpiceJet: "Of course this will mean more international flights will come to Delhi, and carriers like us will have more customers to fly onwards. Its a win-win situation and it has been made possible because of the new infrastructure coming in Delhi airport which allows the increase in traffic."

“We already have a code-sharing agreement with the airlines and after the infrastructure at the airport is upgraded, I do not think we will have any problems with that model,” said a Jet Airways executive.

But experts say the hub concept is not easy to develop “Even though Delhi is strategically located, a hub should have a strong home-grown airline and the government will have to offer more bilaterals to make it a success,” said Kapil Kaul, India head of the Centre for Asia Pacific Aviation.

Canada raises warning level for travellers to India

Canada has raised its warning level for travellers to India after violence over the Telangana statehood demand. Urging its citizens travelling to India to exercise great caution "at all times", the Department of Foreign Affairs says: "Since early December, a number of protests and strikes have been taking place in the state of Andhra Pradesh. Several of these, in the vicinity of Osmania University in Hyderabad, turned violent.

"Canadians are advised to exercise a high degree of caution, avoid large crowds and demonstrations, and follow the advice of local authorities."

It says Canadian travellers should also be vigilant on Republic Day Jan 26 as militants have struck on these occasions in the past.

"Canadians residing or travelling in India are strongly encouraged to maintain a high level of vigilance, remain aware of their surroundings, monitor local news reports, follow the advice of local authorities, avoid crowded places, and take appropriate steps to increase their personal security," the advisory warns.

Referring to the terror attacks in Jaipur, Ahmedabad, New Delhi and later the Mumbai carnage in 2008, the advisory says: "The occurrence of more violent attacks is impossible to predict but the threat of terrorism remains high throughout India, including attacks targeting places frequented by foreign visitors and expatriates.

"Bombings and attacks are perpetrated on a regular basis by extremist groups in the state of Assam, and in the rural areas in the states of Bihar, Jharkhand, Chhattisgarh, West Bengal and Orissa."

Even before the violence over the Telangana demand broke out, the Canadian foreign affairs department maintained a strongly worded advisory about the situation in India.

The vast majority of Canadians who travel to India are of Indian origin.
